Transaction per folder:
as description on section Flow Description. Apply 2pack is order by timestamp cross folder and stop when any 2pack get issue. reason for that logic is discuss on IDEMPIERE-4379
in case like me you find out a solution for manage 2pack independence per folder. then patch on IDEMPIERE-4379 will help you. it's conflict with design of this feature so not on core.
